Larsen & Toubro has announced two government-building orders with different definitions of completion. Its Delhi contract includes building services and five years of operation and maintenance. The Amaravati contract covers shell and core works for two office towers.

The company’s 21 October announcement identifies the clients, broad scope and scheduled durations. It does not disclose an exact contract value or a price for each project. Its “large” classification spans ₹2,500 crore to ₹5,000 crore; ₹5,000 crore should therefore not be reported as a disclosed order total.

Delhi includes services and maintenance

The Central Public Works Department has awarded the construction of Common Central Secretariat buildings 4 and 5 along Kartavya Path. L&T describes two buildings, each configured as basement, ground and seven floors, with a combined built-up area of 32.8 lakh square feet.

The engineering, procurement and construction scope includes structural, architectural, mechanical, electrical and plumbing works, plus external development. The stated construction duration is 24 months, followed by a five-year operation and maintenance period.

That maintenance obligation gives the contract a period of responsibility beyond construction. The announcement does not describe service standards, performance deductions or the treatment of defects. Those terms will determine how the contractor’s responsibility continues after handover.

Amaravati’s towers have a narrower disclosed scope

The Government of Andhra Pradesh has awarded two office towers on either side of the Amaravati Quantum Computing Centre. Each is described as basement, ground and 47 floors. Their combined built-up area is 37.5 lakh square feet.

L&T calls this a design-and-build order for shell and core works, scheduled for completion in 30 months. The release does not set out a complete fit-out or operating scope. It also does not establish that the quantum-computing facility itself is part of this award.

For an owner planning occupation, the remaining package boundaries need to be explicit. Who provides tenant interiors, specialist systems and final connections? Which contractor owns the interfaces at the core and floor plates? These are questions raised by the disclosed scope, rather than evidence of a present coordination failure.

How to compare the two programmes

The floor areas and durations alone cannot support a productivity ranking. A shell-and-core tower package and an EPC building package with services cover different work. Height, construction methods, procurement sequences and handover obligations also need to be matched before comparing progress.

Neither scheduled duration can yet be turned into a calendar completion date from this release. The announcement does not identify the contractual commencement date, notice to proceed or any conditions governing the start of the clock.

The next records to watch are the clients’ award details, commencement notices and package-level programmes. For Delhi, the useful follow-up is how systems commissioning connects to the maintenance obligation. For Amaravati, it is the scope and schedule of the work needed after shell-and-core delivery.

The dated record

  • 21 October 2026: L&T announces the two awards.

  • Delhi: 24-month scheduled construction duration, followed by five years of operation and maintenance.

  • Amaravati: 30-month scheduled duration for the disclosed shell-and-core scope.

  • Next milestone: verify commencement dates and the detailed handover obligations against client records.
